The Western Horizon is a framework for running open-world tabletop campaigns where the content generates from what players actually pursue, not what the GM pre-built. Players declare their goals between sessions; the GM preps obstacles to those goals; factions pursue their own agendas regardless of player action — the world keeps moving rather than waiting to be discovered. The result is a living sandbox that feels responsive instead of scripted, without requiring a GM to build an entire world upfront that might never get explored. The framework is modular and system-agnostic: it defines the problems each campaign scale needs to solve and recommends proven tools for each, rather than mandating a specific ruleset.
