The Problem
The Western Horizon asks GMs to generate content responsively — when players declare where they’re going and why, not months in advance. But “responsive” has a tension baked into it.
If you generate a settlement the night before a session, you’re reacting to this party’s composition and this session’s quest. What happens when a different party visits the same settlement next week?
You either pre-generate everything (defeating the purpose of responsive generation) or you generate piecemeal and hope nothing contradicts itself. The second path is fragile, stressful, and the source of most GM burnout in West Marches campaigns.
The need: a system that generates complete, coherent settlements — but generates them around the specific party and quest that triggered generation. And one that handles new information gracefully without invalidating what players have already experienced.

Relationship to WH Philosophy
